About Us

Superior Water, Light and Power Co., a wholly owned subsidiary of ALLETE Inc., sells electricity, water and natural gas to customers in Superior, Wisconsin, and adjacent areas. We have served the city of Superior and surrounding areas in northwestern Wisconsin since 1889 and have 15,000 electric customers, 13000 natural gas customers and 10,000 water customers.

By purchasing electricity at wholesale prices, we are able to combine reliable service with rates that are among the lowest in Wisconsin and competitive nationally. Having connections to two interstate pipelines also provides for competitive rates and enhanced reliability for our natural gas system. Our state-of-the-art water treatment system draws water from Lake Superior, provides high quality water to customers and has the capacity to serve large industrial water-users.

Deb Amberg

Deb Amberg
President, Superior Water, Light and Power; senior vice president and chief strategy officer regulated operations, ALLETE

Deb began her career with ALLETE as an attorney and was named general counsel, corporate secretary and vice president of corporate legal services in 2004. She was promoted to senior vice president with additional responsibilities and was named ALLETE chief strategy officer regulated operations and SWL&P president in 2016.

Deb is a member of several professional organizations, including the Edison Electric Institute, American Bar Association, Minnesota State Bar Association and Minnesota Women Lawyers. Her volunteer activities include serving on the board of trustees for the Marshall School in Duluth and the College of St. Scholastica. She is a past board chair for First Witness Child Abuse Resource Center and a past board member for One Roof Community Housing, Woodland Hills and the Boy Scouts of America Voyageurs Area Council.

Deb received a bachelor’s degree in economics from the University of Minnesota and is a cum laude graduate of the University of Minnesota Law School.

Away from work: Deb enjoys riding her Harley, digging in the garden, listening to live blues music, and hanging out with her two children.

Phil Johnson

Phil Johnson
Manager of gas and water operations

Phil has been with SWL&P since 2017. Prior to joining SWL&P, Phil spent 13 years at Minnesota Power where he served as manager of engineering services. He also worked for 17 years as an engineering consultant.

A registered professional engineer in Wisconsin, Minnesota and Michigan, Phil has a bachelor’s degree in civil engineering from Michigan Technological University.

About my job: “I work with people who care very much about each other and about keeping the gas and water on for the customers they serve.”

Away from work: Phil enjoys spending time with his grandchildren, being in the woods, reading and playing guitar.

Paul Holt

Paul Holt
Treasurer and manager of accounting, rates and gas procurement

Before joining SWL&P in 2005, Paul spent more than 14 years at ALLETE and Minnesota Power, also an ALLETE subsidiary. He held various positions across accounting functions supporting both operations and corporate responsibilities.

Holt is a board member for the Development Association, which champions business growth in the city of Superior and Douglas County, Wisconsin. He has a bachelor’s degree in accounting from the University of Minnesota.

Rob Sandstrom

Rob Sandstrom
Manager of customer excellence and electric operations

Rob joined SWL&P in 2015 after spending 10 years at Minnesota Power, including as manager of power delivery engineering.

A registered professional engineer in Colorado and Minnesota, Rob has a bachelor’s degree in electrical engineering from the University of Minnesota.
